Seal Coat (oil and chip) and Traffic Line Painting

The Township awards contracts to perform paving and / or seal coating as well as yellow and white traffic line painting in order to keep the roads safe and in good condition.

Roads are selected by the Public Works Director on a rotating or as-needed basis.  Work for each contract usually takes place over a three-day period with seal coat in the summer and line painting during late summer or early fall.

Seal Coating

Also known as “oil and chip,” this maintenance activity is used as an economical way to extend the life of roads. Major seal coat projects are performed only during hot weather in odd-numbered years. Spot seal-coating is performed in even-numbered years.

Signs are posted on roads to be treated 1 to 2 weeks in advance.  On the day of sealcoating, the roads are closed except to local traffic.  First, hot liquid asphalt is sprayed on the road; next, fine stones are spread on top of the asphalt, and lastly, the area is rolled. After the treatment is completed, the road is again opened to traffic.

Motorists should reduce their speed on these roads for a minimum of two days until the stone and the asphalt fully adhere.

The Public Works staff sweeps any loose stone that has not adhered to the road surface about 1 to 2 weeks after treatment in housing developments only.   

Avoid Line Paint on Your Car

Line painting happens annually and is put out to bid in late winter/early spring each year. Sometimes you will come across one of our line paint crews and, unfortunately, paint can make its way onto your vehicle unless you take precautions. To avoid this happening, here are a few tips:

  1. Stay back 500 feet from the line-painting equipment (that equals a little more than 1.5 football fields).
  2. Don’t drive on the wet paint lines (if they look new, they could be wet!).
  3. Don’t pass the trucks.
  4. BE PATIENT! The paint truck will pull over periodically to let traffic pass.

It is Township policy to not reimburse motorists for line paint on their cars.

2026 Paving & Seal Coat Bids

The bid opening for June 9, 2026, and the potential bid award for June 10, 2026, for the 2026 Mountainview Sealcoat and 2026 Cupola Road paving projects have been CANCELED and the May 3 project bid documents have been deemed invalid.  

New bid documents, utilizing the PennBID system (https://pennbid.bonfirehub.com), are available as of the week of June 8, 2026, with a new bid due date / bid opening on July 2nd and consideration of the award on July 8th at the Board of Supervisors regular meeting.

2026 Snow Plow Bids

Sealed bids will be accepted beginning the week of June 29, 2026, until 2:00 pm on Monday, August 10th for the following:

  • NE Route snow removal, including one truck/plow/spreader and operator (Click here for bid package.)
  • SE Route snow removal, including one truck/plow/spreader and operator (Click here for bid package.)

Bids will be opened on Monday, August 10, 2026 at 2:30 pm in the Township Administration Building's meeting room, 500 Suplee Road, with consideration of the award at the August 12th Board of Supervisors regular meeting.
