BFT Elverson, LLC land development, 401 South Twin Valley Road: the owner of a newly-created lot in the BI - Business Industrial zoning district is constructing a gravel storage yard for equipment. The retaining wall and driveway are completed; the stormwater basin will be completed in 2026.
Chester County Solid Waste Authority (CCSWA) land development, 101 Reservoir Road: The applicant proposes a booster pump station at this location as part of their public water expansion project. The applicant received Zoning relief for setbacks and lot size from Zoning Hearing #2024-3. The Board of Supervisors granted conditional final plan approval at their July 10, 2024 Regular Meeting. Signed final plans have been recorded, and the new parcel mapped, but financial security must be posted before any building permits may be issued.
Honey Brook Estates, a.k.a. Sweetwater Farm, 3531 Horseshoe Pike: construction of 37 single-family homes is complete. The road, Petrelia Drive, was dedicated to the Township in 2025. The 18-month security has been posted.
Home Courts Advantage (Keystone Court) Mobile Home Park expansion, 2140 Horseshoe Pike: expansion from the current 47 lots to 83 lots received variances for setbacks on 10 of the proposed new lots with Zoning Hearing Decision #2021-3. Site work is underway; the new road has been paved, and the walking path has been installed. Permits for placement of new mobile homes continue to be submitted for approval and issued.
Marco Equipment land development plan, 137 Westbrooke Drive: applicant proposes a partial demolition and rebuilding of their current warehouse to increase their impervious coverage by 323 s.f. The Board of Supervisors granted conditional final plan approval at their March 11, 2026 meeting. All conditions were met as of May 4, 2026 and the plans were recorded on May 13, 2026.
Northwestern Chester County Municipal Authority, 37 Dampman Road: minor land redevelopment proposes upgrades to the existing wastewater treatment plant. Land development was waived by the Board of Supervisors on May 10, 2023. Stormwater application has been issued.
Northwestern Chester County Municipal Authority lot add-on plan and land development, 3651 Horseshoe Pike: the NCCMA plans to add 0.425 acres to its non-conforming 0.6-acre parcel. Zoning relief was granted by the Zoning Hearing Board under application #2025-14 for non-conforming lot size and for construction of a pump station and generator building within the rear yard setback in the A - Agricultural zoning district. The Board of Supervisors granted conditional final plan approval at their April 8, 2026 meeting, and all conditions were met as of May 28, 2026. The plans were recorded on June 4, 2026.
Penn Wynne Chestnut, LP, a.k.a. Chestnut Ridge (northwest corner of Grieson and Chestnut Tree Roads): Stage 1 (42 single-family homes) is almost complete; only site work remains. Construction in both Stage 2, which will have 41 single-family homes, and Stage 3, which will have 45 single-family homes, is nearing completion. Security is being held for all three stages. Roads in the development have been paved but have not yet been offered to the Township for dedication.
Struble Ridge / Honey Ridge Mobile Home Community land development, 2222 Horseshoe Pike: plans for the expansion of the former Brandywine Terrace’s 40 lots to 113 lots were granted conditional final plan approval in 2021. Variances to exceed the permitted disturbance limits in the Steep Slope Conservation District, to the Woodlands and Hedgerows Conservation Standards and to permit the expansion of an MHP in a prohibitive slope area were granted by Zoning Hearing #2018-10. Site work is well underway, and the license for managing the park was issued on February 24, 2025. Home placement permits continue to be submitted for approval and issued. The Zoning Hearing Board granted zoning relief to the front yard setbacks under ZH application #2025-21.
Tel Hai Cherry Drive: conversion of 17 cottages to 20 townhomes is about halfway completed. Construction of the balance of the development will not likely occur until the remaining units to be replaced are vacated.
Tel Hai Residential, Ambulance, & Nursing Home land development, Rolling Hills Drive, Treeline Drive, and Tel Hai Circle: this project folds in the final phase (V) of a previously approved land development plan of 36 hybrid apartment units and also includes 42 independent living apartments, 44 cottages, renovations in the nursing home for 64 skilled care beds, a new ambulance center, parking expansion, and associated improvements. As such, any remaining financial security has been released from Phases I, II, III, and IV. Conditional final plan approval was granted on March 13, 2024. Plans were recorded on May 12, 2025. Construction is underway.
Village Greene, 68 New Village Greene Drive (2000 block of Horseshoe Pike): all 65 townhomes have been constructed. Developer is working to complete the remaining improvements, including the execution & recording of the stormwater Operations & Maintenance Agreement for Phase 1.
Plans recorded / awaiting mapping / no construction planned:
Elmer G. Stoltzfus subdivision plan, 515 Pleasant View Rd.: applicant is subdividing a 25-acre parcel from the 89-acre parent parcel. The plan received conditional final plan approval by the Board of Supervisors at their January 6, 2025 meeting, and the plans were recorded on January 15, 2026. Once the deeds for the parcels are recorded and the parcels mapped, the project will be considered complete.
Plans granted conditional final plan approval:
Jonas Stoltzfus lot add-on plan, 246 Maple St.: applicant proposes a lot line change to transfer 10.3 acres of a 52.669-acre farm to a neighboring 4-acre parcel, resulting in a 42.369-acre and 14.3-acre parcel. No building is proposed. The Board of Supervisors granted conditional final plan approval at their April 8, 2026 meeting. The final plans have been submitted for signatures.
Levi King, Jr. land development plan, 3726 Horseshoe Pike: applicant proposes to install a 25,000 s.f. Agricultural Building for poultry on their 60-acre parcel in the A - Agricultural zoning district. The Board of Supervisors granted conditional final plan approval at their April 8, 2026 meeting. The Board is awaiting the final plans for signatures.
David Fisher / Route 10 Roadside Market Relocation: the applicant submitted plans for a Zoning Review on March 20, 2024 to relocate the market to an adjacent parcel at 991 Compass Road. The plan requires zoning relief, which was granted under Zoning Hearing #2024-6, but the time for land development expired. Applicant received approval of an 18-month extension to complete the land development under Zoning Hearing #2024-14. Plans were submitted for review and were discussed at the January 2026 PC meeting and granted conditional final plan approval by the Board of Supervisors at their February 11, 2026 meeting. Board is awaiting final plans for signatures.
Guinta Enterprises land development sketch plan, 3845 Horseshoe Pike: a Conditional Use hearing to add six single-family dwellings to the existing dwelling and business on a 4-acre parcel in the Mixed-Use Commercial zoning district was held before the Board of Supervisors on February 12, 2025 and the use granted on March 12, 2025. Plans were reviewed at the December 2025 and January 2026 PC meetings and were granted conditional final plan approval by the Board of Supervisors at their February 11, 2026 meeting. Board is awaiting final plans for signatures.
Syncarpha Solar LLC, on behalf of Northwestern Chester County Municipal Authority (NCCMA), 37 Dampman Road: variance application #2024-12 was submitted in order to operate a commercial solar generation facility on the NCCMA sewage treatment plant property. The variance was granted with conditions. The Board of Supervisors granted conditional final plan approval at on 6/11/2025. Plans were submitted for signatures and will be released for recording upon receipt of financial security.
Twin Valley Business Park, LLC – extension to Westbrooke Drive: conditional preliminary approval of the proposed extension to Westbrooke Drive and the subdivision of 7 additional industrial lots was granted on 9/13/2023. The Board of Supervisors granted conditional final approval on May 8, 2024. The Sewage Planning Module was submitted to DEP in December 2023 and was approved in December 2024. Board is awaiting final plans for signatures.
McIntyre land development plan, 3376 Horseshoe Pike: ZH #2023-8 granted variances and a special exception for the construction of a 60′ x 100′ commercial structure and one twin dwelling unit at this site. Conditional final plan approval was granted on March 13, 2024. The applicant submitted a modified plan with two phases and requesting three waivers, which were approved by the Board of Supervisors at their March 12, 2025 meeting. Revised Final Plans have been reviewed and approved by the Township Engineer and signed by the Board. Once all conditions have been met, they may be released for recording.
Upward Investments, land development at 5064 Horseshoe Pike: conditional final plan approval for a 2nd warehouse on this property was granted on 9/13/2023. The applicant has posted financial security and is in the process of obtaining water and sewer approvals.
Maple Inn Estates Development, 3125 Horseshoe Pike: applicant received special exception approval from the Zoning Hearing Board (hearing #2020-8) for the construction of multifamily homes (24 townhomes proposed) on this site. Conditional final plan approval was granted by the Board of Supervisors on 11/9/2022. Board is awaiting final plans for signatures. Deadline to record approved plans is November 2027. A demolition permit was issued for the structures on the property.
155 Mount Pleasant Road land development plan: applicant was granted a variance by the Zoning Hearing Board (#2020-9) for a Rural Occupation to operate with more than the allowable acreage, number of non-family members, and square footage. Conditional final plan approval was granted by the Board of Supervisors on 11/10/2021. Board is awaiting final plans for signatures. Deadline to record approved plans is November 2026.

Plans under review:
Living God Lutheran Church subdivision and land development sketch plan, 3200 Horseshoe Pike: applicant proposes to subdivide 17.2 acres from the 26.9-acre parcel for purposes of constructing a mix of townhomes and single-family homes. Sketch plans were submitted for review and were discussed at the October 23 PC meeting. Formal plans have not yet been submitted; however, a Conditional Use application was submitted on February 24, 2026 and will be reviewed at the June PC meeting. The Conditional Use hearing will be scheduled for August 2026.
Arbor Glenn (a.k.a. D.R. Horton), 2077 Horseshoe Pike: formal plans for a new iteration of a subdivision and land development plan were submitted on February 20, 2026 for review. This new plan is for 85 two-dwelling units (170 total) and park amenities. A waiver related to a stormwater basin element is being requested; otherwise, no other relief is being sought. The previous submissions in 2022 and 2025 for two parcels are no longer being pursued. These new plans will be reviewed at an upcoming PC meeting; most likely in May 2026. The proposed park elements were discussed by the Recreation & Park Board at its May 21, 2026 meeting. The applicant has granted an extension of time for review and will resubmit plans for an upcoming PC meeting.
D.R. Horton / Honey Brook Speedway subdivision, 2177 Horseshoe Pike: plans have been submitted to subdivide off the 4 acres that the race track occupies from the parcel of what will become Arbor Glenn. The PC recommended conditional final plan approval at its May 28 meeting. The Board of Supervisors will consider the plan at an upcoming meeting per the applicant's wishes that this plan be reviewed concurrently with the Arbor Glenn subdivision.
Golden Barrel sketch plan: a land development sketch plan of Golden Barrel in the 4900 block of Horseshoe Pike will be reviewed at the June Planning Commission meeting.
Anticipated plan submissions:
283 Mount Pleasant Road sketch plan: a zoning review was conducted in March 2022 for a proposed land development of an existing animal composting operation. A special exception would need to be obtained from the Zoning Hearing Board for the proposed use. The applicant has yet to submit a hearing application.
Amos S. Kauffman land development, 740 Park Road: the applicant proposes a storage facility in the A - Agricultural zoning district. A sketch plan was reviewed by the Township Engineer and PC in August 2024. The applicant submitted special exception and variance application #2024-13 on October 30, 2025 but withdrew it in December 2024. There has been no movement on this plan since then.
Brook's Edge, Walnut & Compass Roads: this land development and subdivision plan was discussed by the Planning Commission at their January 2024 meeting. The project proposes a mix of residential units (26 twins and 2 single-family dwellings) and 12 commercial lots on 45 acres in the MUC - Mixed Use Commercial zoning district. As proposed, the plan would need a use variance for one of the proposed businesses. The applicant submitted a conditional use hearing application on October 30 to operate a bus depot on the same property, but withdrew the application on December 10, 2024. There has been no movement on this plan since then.
Honey Brook Golf Club land development plan, Cambridge Road: a Zoning Review conducted in April 2023 determined that special exception approval would need to be sought from the Zoning Hearing Board for the proposed renovation to their pavilion area for restaurant use. There has been no movement on this plan since then.
